Line one and line two are the same buildings. An ordinary order leaves that store and travels forty miles. A catering order leaves the same store and travels ten. A chain that already delivers to your office may still be unable to cater to it, and the catering radius is a quarter of the everyday one.

The state is narrow, the chain is dense, and the Pennsylvania border is a short drive from much of it. This is where the closest pair sits, and where a delivery address a few minutes away can still be the wrong side of a published rule.
Washington DC. The District is the clean case, because it is all six stores and both directions fail for different reasons. Maryland is close enough to be inside the circle and is cut off by the line. Virginia is eleven to thirteen miles away, which is outside the circle before the line is even reached. Pickup Has No State Rule

So the border problem has a manual solution, and for an office near a line it is often the right one. Somebody drives.
