Most build-your-own bases are a vehicle. Greens, rice, noodles: each carries a protein, and the protein is where those orders spend their money.
A split russet is not a vehicle. Caterers bake them in the eight to twelve ounce range, so the plate is dinner-sized before a topping touches it. Toppings do not build this meal. They decide how big it gets.
Somebody eating light takes butter, chives, and broccoli and walks away full. Somebody who skipped breakfast loads chili, cheddar, and pulled pork onto the same potato. One table, one price, and no portion decided in advance.
